PRC 10 Year Rate Review - Phase I Decision on Friday, December 1st

The PRC has just released an advisory to the media that they will release the Phase I decision tomorrow at 1pm Eastern. RM2017-3, The Postal Regulatory Commission statutory review of the system for regulating rates and classes for Market Dominant Products. A ruling was expected in early autumn, 2017. The timeline has been pushed and will now be released tomorrow. Possible scenarios include:

1. CPI remains in place
2. Modified CPI cap with adjustment factor that accounts for unmet liabilities and/or volume loss
3. Eliminate the CPI cap
